WASHINGTON (CNN) -- The presidential primary schedule may be the single
most important external factor determining who wins the Democratic and Republican nominations -- and that's why, less than two months after the decisive Super Tuesday contests, both parties are already wrestling with the schedule for 2004.
At issue is whether Iowa and New Hampshire should retain their coveted "first-in-the-nation" positions, or should the parties move to a national primary system. CNN's Judy Woodruff takes a look.
