Who is Juan Raul Garza?

(CNN) -- Juan Raul Garza, 44, was sentenced to death in August 1993 under a federal "drug kingpin" statute.

Garza was convicted of murdering or ordering the murders of three other drug traffickers. He was also found guilty of importing thousands of pounds of marijuana from Mexico and reselling it to dealers in Texas, Louisiana and Michigan.

The Brownsville, Texas, native's execution was scheduled for December, but then-President Bill Clinton granted a six-month reprieve to give the Justice Department time to complete a study of allegations of racial bias in the federal death penalty. Garza is Hispanic.

The report, released earlier this month, found no evidence of bias.

Garza has two young children, Elizabeth Anna Garza, 9, and Juan Raul Garza Jr., 13. He also has two older daughters from a previous marriage.
