Arab League to allow Iraqis to attend as full members
CAIRO, Egypt (CNN) -- The Arab League has agreed to let representatives of Iraq's U.S.-appointed interim Governing Council participate in its meetings in Cairo this week as full members, but on a temporary basis, a league communiqué said Tuesday. League foreign ministers said Iraq would be accepted, pending the election of an Iraqi government and the establishment of a new constitution. Iraqi Foreign Minister Hoshyar Zebari, appointed by the Iraqi Governing Council, arrived in Cairo Monday for the meetings, which began Tuesday. League officials in August had decided not to recognize the interim council as the legitimate representative of the Iraqi people, saying that any official recognition should wait until the country has an elected government. Iraq is a founding member of the Arab League, but its seat has been empty since the government of Saddam Hussein was toppled. -- CNN Correspondent Hala Gorani and journalist Sandy Petrykowski contributed to this story.
