RAMALLAH, West Bank (CNN) -- Palestinian leader Yasser Arafat has named an emergency cabinet headed by Prime Minister-designee Ahmed Qorei.
Arafat named Qorei as prime minister and also declared a state of emergency in Palestinian areas.
The announcement came after a suicide bomber killed 19 people in the Israeli city of Haifa Saturday and the subsequent attack by Israel on what it said was a terrorist training camp in Syria.
Some analysts see Arafat's move as an attempt to stop new Israeli threats to expel him from his West Bank compound in Ramallah.
The Israeli Security Cabinet last month called Arafat an obstacle to peace and voted to "remove" him in principle, but has taken no action.
The Palestinians' eight-member cabinet, to be sworn in on Tuesday, will stay in place for one month, Qorei said, until a permanent cabinet can be named.
Palestinian lawmakers had planned to take up Qorei's appointment Wednesday, but that session has been canceled.
Qorei said the setting up of an emergency cabinet was essential for the Palestinian Authority to get control over a worsening security situation.
Former prime minister Mahmoud Abbas resigned September 6 after four months in office and a power struggle with Arafat.
