Tension builds between Rwanda, DRC

(CNN) -- Thousands of Congolese troops have crossed from the western region of the Democratic Republic of the Congo (DRC) to the east, a deployment Rwandan Foreign Minister Charles Muligande says could portend an attack on his country.

"We've been talking to the international community to stop this potentially explosive situation," Muligande said Sunday.

DRC officials deny any intentions of invading Rwanda, but accuse Rwanda of placing its own troops in eastern Congo -- and say they will attack any Rwandan forces there.

DRC (formerly Zaire) and Rwanda have been at odds for decades, culminating in the 1994 genocide of a million Tutsis in Rwanda.

Rwanda sent troops into DRC in 1998 to help rebels there try to oust then-President Laurent Kabila, who they said backed the Hutu insurgents who fled Rwanda after the slaughter.

The two countries signed a peace deal in 2002, but each has accused the other of violating that deal.
