The Olympic silver medallist finished in three minutes, 38.379 seconds to beat Lithuania's Vilija Sereikaite by almost two seconds in the 3,000m event, while Karin Thurig of Switzerland won bronze.
Mactier dominated the race from start to finish and was more than a second ahead of the fastest qualifier after the first 1,000m.
"We had a game plan going in, and I followed it to a tee," Mactier said. "It was a really great result."
In later races, dual Olympic champion Ryan Bayley, Daniel Ellis and Shane Kelly led Australia to the men's team sprint title, clocking 44.639 seconds in the three-lap event to head off Germany's Rad-Net (44.813) and France's Cofidis.
Volodymyr Dyudya of the Ukraine won the men's 4,000m individual pursuit, and New Zealander Greg Henderson claimed the men's points race.
Yumaria Gonzalez Valdivieso of Cuba took the women's 10-km scratch and Willy Kanis of the Netherlands the individual sprint.
The World Cup series, which forms part of qualifying for next year's Beijing Olympics, includes three more legs after Sydney -- Beijing in December, Los Angeles in January and Copenhagen in February. E-mail to a friend ![]()
