Mario Garcia lives in the San Diego neighborhood of Rancho Bernardo. He says the wind started blowing really hard Sunday. He thought the wind would die down when he and his family went to sleep Sunday night, but at 5 a.m. Monday, his neighbors came to his house and said they were leaving.
