LONDON, England -- Manchester United have agreed to pay an undisclosed fee to sign Welsh Under-21 international Aaron Ramsey from Cardiff City.

Ramsey was the youngest player in Cardiff's history when he made his debut at 16.

Ramsey, 17, will discuss personal terms and undergo a medical with the Premier League and European champions.

Cardiff say they have received formal bids from two other Premier League clubs.

Ramsey has only been given permission to speak to United and another unnamed club believed to be Arsenal.

United issued a statement on their Web site which said: "Manchester United is delighted to announce it has agreed terms with Cardiff City for the transfer of Aaron Ramsey subject to terms being agreed and the player passing a medical."

Ramsey has made 16 appearances for Cardiff but United manager Sir Alex Ferguson regards the midfielder as the best young talent in Britain.

Ramsey became the youngest player in Cardiff's history when he made his debut against Hull in April 2007 at the age of 16.

Ramsey helped Cardiff to reach the FA Cup final last season and came on as substitute for the final 30 minutes of the 1-0 defeat to Portsmouth at Wembley.

He was called into the Wales squad for their recent friendlies against Iceland and the Netherlands, but has yet to make his full debut.

Everton's Republic of Ireland midfielder Lee Carsley completed his move to relegated Birmingham after passing a medical on Tuesday.

Birmingham-born Carsley, 34, had already agreed a two-year contract with the Championship club after turning down a new deal to stay at Goodison Park.

"I wanted a new challenge and I didn't necessarily want to go to another Premier League club and struggle with them," Carsley told Birmingham's Web site
