ISLAMABAD, Pakistan (CNN) -- An explosive detonated under a bridge, injuring five civilians and three policemen Monday morning in northwest Pakistan, police said.

The blast happened in the Buner district, near Sowadi Degree College, where people waited for emergency food to be distributed under police supervision, said Abdul Rashid, a district police officer.

Residents of Buner, in the North West Frontier Province, have started to return to their homes because fighting between the Pakistani military and Taliban militants has largely subsided.

The Pakistani government launched a military offensive in Buner in late April.
