(CNN) -- The United Nations nuclear watchdog agency begins its annual meeting Monday, where it looks set to wrestle with how to deal with Iran, North Korea, Syria and Israel.

The General Conference is the highest policy-making body of the International Atomic Energy Agency.

Its head, Yukiya Amano, warned last week that North Korea is still not allowing international inspectors to examine its nuclear facilities.

Iran is cooperating somewhat with the agency, but still isn't giving the IAEA the information it wants about possible military uses of its nuclear program, Amano said.

Syria is also not answering all the questions the IAEA has about sites including Dair Alzour, he said.

He is also pressing Israel to sign the nuclear Non-Proliferation Treaty, which it has refused to do.
