(CNN) -- Congressman Gabriel Ascencio said Monday he will formally ask for investigation into the unexpected landing of Chilean President Sebastian Pinera's helicopter in the middle of a town road nearly 270 kilometers (168 miles) south of Santiago.

Ascencio said he'll ask the comptroller, the director general of civil aviation and the police to investigate the incident.

The landing was 30 kilometers south of Cobquecura in central Chile on Saturday. After the copter landed, the rest of the incident was caught on tape.

The amateur video obtained by CNN affiliate Megavision showed Pinera in good spirits, meeting with people who came to greet him and taking pictures with them. He is shown in the video making arrangements to get fuel to the location. The president was forced to land after realizing he did not have enough fuel to reach his planned refueling destination of Cobquecura, Pinera said in a news conference.

Ascencio said he thinks the situation could have been avoided.

"What happened Saturday is not insignificant. It is not possible that Mr. Pinera, although he is the president of the Republic, can land anywhere in the country, putting the safety of the people at risk. ... If he had an emergency for lack of fuel, it is his responsibility for not taking the necessary precautions before taking off. Trying to deny the facts as they occurred, we say that something smells bad in this case," he said

Ascencio plans to ask what type of authorization the flight had, what flight plan was submitted and approved, details of the route and planned stops and whether the pilots were properly licensed.

He will specifically question whether "the landing in the middle of a street was due to an emergency and who authorized this landing; or if it was originally scheduled in that place; also, if they are considering penalties, fines or infringements for landing in the middle of the street and if it endangered the safety of the neighbors in the area."

Ascencio declared Pinera's explanation of the incident "contradictory" and "unconvincing."

"He says it was a scheduled stop for fuel. That is hard to believe, since it could not be scheduled nor authorized to stop in the middle of the street, away from a place to refuel, " Ascencio said.

The congressman also plans to question the Chilean Air Force over a news report that Pinera flew a Bell 412 helicopter from an air force base in Coelemu to Concepcion in November to gain hours to renew his pilot's license.

If this is true, "we are concerned that a civilian piloted a military aircraft for private purposes. This should be investigated thoroughly," Ascencio said.
