Many names had been mentioned as possible successors to Hazel O'Leary, but in a surprise move Clinton decided to shift outgoing Transportation Secretary Federico Peña to the post. O'Leary resigned from Energy after overseas trips and use of a consulting firm to monitor reporters' attitudes made her a liability.
