FEC Fines 1992 Clinton Campaign And RNC

WASHINGTON (AllPolitics, May 30) -- Four years after the fact, the Federal Election Commission has levied a $15,000 fine against the 1992 Clinton-Gore presidential campaign.

The FEC also fined the Republican National Committee $20,000 for failing to adequately report the occupations of 16 percent of its donors in statements filed between March 1994 and the end of 1996. Both penalties were announced Thursday.

The two penalties were among 19 recently settled cases that have been backlogged at the notoriously plodding election commission. One case dated back to the 1990 congressional election and several were bumping up against statutes of limitation.

Critics have long ripped the FEC for moving too slowly on complaints of violations of federal election laws and issuing toothless punishments when cases are finally decided. The commission faces the need to clear its backlog of cases, as new complaints from the 1996 election cycle begin piling up.

To aid those efforts, President Bill Clinton urged Congress last month to increase the agency's funding by $6.6 million, but the House has already killed the request.

In the '92 Clinton campaign case, the FEC charged that $64,799 in delayed reimbursements to staffers and volunteers amounted to illegal loans to the campaign.

Regulators also sent admonishment letters to five campaign workers who later took Clinton Adminstration posts, including current White House Chief of Staff Erskine Bowles and former Deputy Chief of Staff Harold Ickes.
