Dear Judge Starr:

On behalf of the undersigned members of the Special Committee to Investigate Whitewater Development Corporation and Related Matters, and pursuant to Senate Resolution 120, 5(b)(15), we write to advise you of possible violation-. of law arising from the Special Committee's recently completed investigation into Whitewater Development Corporation, Madison Guaranty Savings and Loan Association, and other matters.

In the course of its investigation, the Special Committee encountered a disturbing pattern of contradictory, incomplete, or inaccurate testimony from a number of witnesses concerning important events and actions. The Special Committee also discovered various improper efforts by Senior Administration officials to hinder and impede federal and congressional investigations into Whitewater, Madison and other matters. We ask that you examine the record of the Committee's proceedings, its Final Report, as well as other available evidence, such as that gathered in applicable grand jury proceedings, to take whatever action you deem appropriate.

In reviewing the record of the Special Committee's proceedings, we believe that the testimony of at least three witnesses -- Harold Ickes, Assistant to the President and White House Deputy Chief of Staff; Webster Hubbell, former Associate Attorney General; and Susan Thomases -- was particularly troubling and suggests a possible violation of law. Accordingly, we hereby refer for further investigation pursuant to Senate Resolution 120, 5(b)(15), the actions and testimony of Mr. Hubbell, Mr. Ickes, and Ms. Thomases.

In order to facilitate your investigation of possible violations of law, we enclose, and incorporate as part of this letter, attachments summarizing the available evidence concerning the testimony of Mr. Hubbell, Mr. Ickes, and Ms. Thomases, as well as the Committee's Final Report.

We believe that the matters specified herein fall within your jurisdiction to investigate matters "relating in any way to James B- McDougal's President William Jefferson Clinton's, or Mrs. Hillary Rodham Clinton's relationships with Madison Guaranty Savings & Loan Association, Whitewater Development Corporation, or Capital Management Services, Inc." In re: Madison Guaranty Savings & Loan Association, Order Appointing Independent Counsel, Division No. 94-1, Aug. 5, 1994. Please advise if we can be of any further assistance, including whether you require transcripts of any portion of the Committee's proceedings, including depositions, Your prompt attention to this matter is appreciated.
