Documents: Justice Department's Lawsuit On Electronic Benefits
On July 27, 1998, the U.S. Department of Justice filed a lawsuit to block the sale of Transactive Corp. to Citicorp on the grounds that the merger would eliminate competition in the electronic benefits transfer services market. The corporations contract out their services to administer automated food stamp and welfare benefits delivery for the states. While Transactive is the prime contractor in only four states compared to Citicorp's 28, the company is still Citicorp's only major competition in the market.
