• Entering the 2002 elections, Democrats held a one-seat majority in the Senate (49 Democrats, 49 Republicans, one independent and one seat left vacant by the October 25 death of Democratic Senator Paul Wellstone of Minnesota). Republicans, with 223 seats, controlled the U.S. House of Representatives by 15 votes (the chamber has 208 Democrats, one independent and three vacancies in seats formerly held by Democrats.) There were 27 Republican, 21 Democratic and two independent state governors in fall 2002.
