Of the 26 pledged delegates, 17 are district-level delegates, six are at-large delegates and three are "party leader and elected official" (PLEO) delegates. Of the 11 unpledged delegates, 10 are PLEO delegates and one is an add-on selected at the state Democrats' Executive Committee on April 24, 2004.
