 Tennessee has 69 pledged and 16 unpledged delegates. Of the 69 pledged delegates, 45 are district-level delegates (based on results of a given district's binding primary), 15 are at-large delegates and nine are "party leader and elected official" (PLEO) delegates. Of the 16 unpledged delegates, 15 are PLEO delegates and one is an add-on selected by the Democratic Party's State Executive Committee on March 6, 2004.
