Looking Back

Armies

(CNN) -- Both the armed services of Iraq and the United States are smaller than they were in 1990. Iraq's forces are smaller because of their devastating losses in the 1991 Gulf War and the arms embargo that has been in place ever since. The U.S. military is smaller after undergoing downsizing at the end of the Cold War. U.S. President-elect George W. Bush, however, is promising more military spending in an effort to modernize the military and improve readiness.
