Weapons testing and renewed diplomacy

North Korea test-fired a Taepodong-2 missile and two short-range rockets in early July, but the long-range missile apparently failed. Later that month, the United Nations Security Council unanimously passed a resolution demanding the country suspend its missile program, but the North Korean ambassador rejected the resolution. North Korea claimed to have successfully carried out the country's first underground nuclear weapons test on October 9, sparking intense international criticism. Later that week, the U.N. Security Council approved a resolution imposing sanctions against North Korea, restricting military and luxury good trade and requiring an end to nuclear and ballistic missile tests. In a surprise move on October 31, North Korea agreed to rejoin six-party nuclear disarmament talks, Chinese and U.S. government officials said.
