You are Polish Prime Minister Wojciech Jaruzelski. It is December 1981, and the Solidarity workers' union has rallied opposition to your communist regime. With about 10 million members, Solidarity has become a major movement. Though previous Polish leaders have reluctantly accommodated Solidarity, even granting the right to strike, the group has pressed for more freedoms and concessions. Now, Solidarity is calling for a general strike and demanding a national referendum on Poland's future and its membership in the Warsaw Pact. This is a clear provocation of the Soviet Union, which urges you to impose martial law -- and which in the past has threatened to intervene. Since a referendum is out of the question, your only other real option is to endure the strike and negotiate with Solidarity. What do you do?
