George W. Bush Holds Campaign Rally in Englewood, Colorado

FRANK SESNO, CNN ANCHOR: We want to take you to George Bush's rally right now. He has called McCain's remarks gracious. Let's listen to what he has to say.

(JOINED IN PROGRESS)

GOV. GEORGE W. BUSH (R-TX), PRESIDENTIAL CANDIDATE: ... we have watched this administration lower the morale in the United States military. For eight years, morale amongst our troops has declined. In order to keep the peace, in order to keep the peace, I will rebuild the military power of the United States of America.

(APPLAUSE)

For eight years, we have been told tax relief is not an issue. For eight years, we've been told the people of America don't want tax relief. Yes, for eight years. For eight years we've been told that tax relief will jeopardize other programs. We've got a surplus because taxes are the highest they've been on the people who pay the bills since World War II. We've got excess money. The difference between my attitude about that excess money and Vice President Gore's, I understand the excess money is not the government's money, the excess money is the people's money.

(APPLAUSE)

We need to share that money with the people who pay the bills. Ours is the party of the entrepreneurs; ours is the party of the small business people; ours is the party who says the harder you work, the more money you have in your pocket. It's conservative to cut taxes. It's conservative to cut taxes. It's compassionate to share money with the people who pay the bills. It's compassionate to trust individuals to make the decisions for their families, their homes and their savings accounts.

For eight years, for eight years we have watched an administration talk about bureaucratic mandates and bricks and mortars when it comes to educating our children. For eight years, we've had somebody act like they want to be the federal superintendent of schools. It's time for our party and our nation to have a president who trusts local people to make the right decisions for the children of Colorado.

(APPLAUSE) It's important for our party and our nation to have a president who is willing to challenge the status quo when we find our children trapped in failed institutions. It's important to have a president who is willing to ask this fundamental question: What are the results? What are the results? If you receive Title 1 money, show us whether or not our children are learning. The disadvantaged children the money is attempting to help, show us whether they can read and write and add and subtract. And if so, we will reward. But if not, if we find the faces of our future cannot read and write and add and subtract, we need a president who is willing to say, I will not accept failure, I will not accept the status quo. The money will no longer go to fund failed schools, it will go to parents so parents can challenge along with me what's wrong in America.

(APPLAUSE)

For eight long years, for eight long years we have seen the politics of division, the politics of tearing people down, the people -- of tearing people apart for too long. For too long we have seen politics that wants to diminish the soul of America. This campaign is more than just issues. It's about lifting the spirit of America. It's about calling upon the best of this great country.

(APPLAUSE)

It's so important for us to call upon the best of America and understand where the strength of our country comes. The strength of America lies in the hearts and souls of our citizens, not in the halls of government.

(APPLAUSE)

I will rally the armies of compassion all across America so that we can help people in need, so we can make sure the American dream touches every willing heart. You see, ours is the cause that says we don't want people left behind as we head into the 21st century. Ours is the cause that says every American, whether they be new Americans or Americans who have been here for generations, must have access to the great American dream. Ours is the cause that says our country can achieve anything we put our mind to. It starts -- and it starts with this: It starts with taking the White House and putting a man in that office who will not embarrass the mothers and fathers of America.

(APPLAUSE)

And so with your help, with your help come fall when we send a clear message we're tired of the politics of division, with your help when we change the tone of Washington, when I put my hand on the bible, I will swear to not only uphold the laws of the land, I will swear to uphold the honor and the integrity of the office to which I have been elected, so help me God.

I want to thank you all for coming.

SESNO: George W. Bush delivering his campaign stump speech there. At the beginning, we're told, he did acknowledge -- or on the way out, one or the other, he did acknowledge that Bush's -- I'm sorry -- John McCain's remarks and his withdrawal from this race were gracious. We're expecting Governor Bush to have more to say on the McCain announcement at a post rally news conference, question and answer session, so we'll be monitoring that for you.
