GENE RANDALL, CNN ANCHOR: Vice President Al Gore has brought his Democratic presidential campaign to Muscatine, Iowa, as he continues his tour of the Midwest by riverboat and bus.
Gore is speaking now.

ALBERT A. GORE, VICE PRESIDENT OF THE UNITED STATES: ... go out to the rest of the country and say, Muscatine placed confidence in me. Iowa placed confidence in me. I am not going to let you down. I'm going to fight for families, the middle class, people who need a champion.
Here's what this election for president is all about. To put it very simply, it's about you. It's about your family, your loved ones. It's about your future. And my approach to this is to try to move from the images to the issues and from the slogans and sound bites to the substance. And if you don't want to hear some specifics on the big choices we need to make, this is your chance to leave.
But here are the specifics I want to talk to you about.
No. 1, we've got to decide how we're going to react to this surplus that's been built up. And in my opinion, we need to recognize that some of the things we've been doing in the past eight years have worked. Because eight years ago, in the Bush-Quayle years, we had big deficits and high unemployment, the economy was in a downward spiral. And we changed all that...
