WILLIAM SCHNEIDER, CNN SENIOR POLITICAL ANALYST: 1994 was the first time in 40 years that the Democrats lost control of the House of Representatives. It was a revolution in American politics. Just two years into Bill Clinton's term, suddenly he was handed the biggest setback any Democrat has had in decades.

WILLIAM J. CLINTON, PRESIDENT OF THE UNITED STATES: Whatever extent that we didn't do what the people wanted us to do, or they were not aware of what we had done, I must certainly bear my share of responsibility and I accept that.

SCHNEIDER: It was a very dramatic setback for this president. Newt Gingrich became speaker. It was a very exciting moment. Republicans never dreamed that they could capture control of both houses of Congress. So, it really was a revolution in American politics.

SEN. BOB DOLE (R), KANSAS: We're going to do it. We're going to change America. We're going to give America back to the people. That's what they've wanted for a long, long time.

SCHNEIDER: Democrats lost a lot of big states in 1994 and the Republicans kept those states in 1998 because times were good. And of course, Congress has remained under Republican control. So we're still living with the aftershocks of 1994.
