Gore Campaign Will Challenge Florida Secretary of State's Decision to Reject Manual Recounts of Presidential Ballots

WILLIAM DALEY, GORE CAMPAIGN CHAIRMAN: I wouldn't want to characterize. You can. But it's unfortunate that this was done in such a quick manner, especially in light of the fact that the vice president had just recently put a proposal forward that has not -- that the governor has not even had time to respond to yet. And so it's unfortunate that it was done.

UNIDENTIFIED MALE: Last one.

DALEY: Last question.

QUESTION: Do you think she's unable -- do you think she's able to make an un-partial decision at this point?

DALEY: I wouldn't want to guess as to whether she could make an impartial. I wish this decision would have been a more fair decision based upon the circumstances and the gravity of what we are all trying to deal with and come to conclusion about. It is just unfortunate that such a quick decision was made.

As I said, the fact that the entire nation is looking to this process and the canvassing boards and the people who have been working so hard to try to move that process forward. And then they were stymied by virtue of the confusion between her order and the attorney general's order and Palm Beach being in the Supreme Court. And so they're delaying. And then all of a sudden there's an attempt to try to bring a curtain down I think was really unfortunate this evening. Thank you.

QUESTION: Along the same lines, are there any grounds for conflict of interest? Conflict of interest (OFF-MIKE) co-chair role and...

DALEY: Well, that's for others to judge whether there's a conflict. QUESTION: Do you think that she ambushed you?

BERNARD SHAW, CNN ANCHOR: William Daley, Vice President Gore's national campaign manager, responding to a decision that was brought just a short while ago tonight in Tallahassee, Florida by the secretary of state, Katherine Harris, in which she said she would not allow three Florida counties and the hand-counted ballots that they had been counting to Florida's total presidential tally. Mr. Daley talking about -- at one point saying that the spirit of a court order had been violated by the secretary of state. He said there seems to be a desire to shut down this process too quickly, and he said it was unfortunate that this was done in such a quick manner.
