President Bush Vows to Uphold Sanctions Against Libya

JOIE CHEN, CNN ANCHOR: Libyan diplomats are quoted, though, as saying they are hoping now for better relations with the United States and Britain. On that subject, we turn to CNN's Andrea Koppel who is standing by at the U.S. State Department -- Andrea.

ANDREA KOPPEL, CNN CORRESPONDENT: Joie, the message from the Bush administration, unless and until the Libyan government fulfills all of the requirements of existing U.N. sanctions, don't count on those warming ties.

Now clearly, the guilty verdict of one of the two Libyan intelligence agents today in the Lockerbie trial is being heralded here at the State Department and over at the White House as a big victory. One State Department official, in fact, saying that that only adds moral weight to the U.S. position that sanctions should not be lifted, at least not yet.

President Bush himself saying that the U.S. will continue to push the Libyan leader, Moammar Gadhafi, to pay compensation to victim's families, and to live up to and acknowledge responsibility for its part in the 1988 bombing of Pan Am Flight 103. Something, Joie, the Libyan leader has so far unwilling to do -- Joie.
