PAULA ZAHN, CNN ANCHOR: With our correspondent perhaps having the best perspective on all of this, let's turn to Ed Lavandera, who now has arrived at that Exxon station, where this man was just taken into custody.
Ed, what are police confirming right now?
ED LAVANDERA, CNN CORRESPONDENT: Well, the authorities here on the ground are saying in just a few moments, they're going to have a quick briefing of exactly what's been going on here this morning. Most of the authorities -- as you've been able to see, the white van, the Plymouth voyager with the tags. Just take a look at it as it was being taken away. It seemed to appear like a rather -- it had dark windows. It was parked up very close to that pay phone, almost as if whoever might have been driving the car could have leaned out of the driver's side window and dialed the phone from the driver's seat. So very close. That van has been taken away.
The scene here, this entire intersection, which is a very busy part of western Richmond, has been completely shut down, and traffic is being diverted throughout the area, and heavy traffic, as you might imagine, as news reports have started to leak out, as many onlookers have come out here to check the scene.
Although one officer did say, I asked the person, the man arrested here was still on the scene, had already been taken away. The only response I got from one officer was that the scene was secure. Not exactly sure what that meant. That's the situation here -- Paula.
ZAHN: Yes, I guess that's one of the points J. Kelly McCann made earlier on, that one of the first things you want to do in a situation like this is isolate the situation, contain it and build a redundancy into the response.
