COLIN POWELL, SECRETARY OF STATE: ... in 1441, the world said you're guilty. You have them. We know you have them. You're in material breach. That's what the resolution said. And it also then said you must now come into compliance. You have one last chance, the resolution said. And we put in place a rigid, a more -- tougher inspection regime, to help him come into compliance. And if he still did not come into compliance, did not tell us what happened to these weapons, did not allow interviews to take place or aerial reconnaissance to take place, then the council was to meet again and consider serious consequences.
We are approaching that moment. And everyone who voted for that resolution last November knew that this moment might come. And this is not the time to step back and ignore the fact that that moment is now upon us.

O'BRIEN: Secretary of State Colin Powell exiting one of the morning news programs, echoing the administration line, tough stance once again on the situation with Iraq even as U.N. weapons inspectors continue their dialogue with high ranking Iraqi officials in Baghdad.
