WASHINGTON (CNN) -- Since airstrikes against Yugoslavia began one week ago, there has only been one day on which NATO pilots have been able to complete all their missions.
Weather has hampered Operation Allied Force, and Serb air defenses are still effective. Pentagon officials acknowledge that, so far, they have not been able to stop what President Clinton has called Serb "atrocities against innocent people."
