Vote on Boutros-Ghali expected Tuesday

UNITED NATIONS (CNN) -- The Security Council planned to vote Tuesday on the nomination of Secretary General Boutros
Boutros-Ghali to a second five-year term, a candidacy that appeared set to fail at the hands of a United States veto.
The vote on a resolution by three African states was postponed Monday after council members discussed procedures
most of the day.
Tuesday's voting will be by secret ballot. The U.N. leader's selection is traditionally made by agreement of the five permanent Security Council members, and one veto is all it takes to ditch a candidate.
Washington has criticized Boutros-Ghali, 74, for failing to get a grip on the U.N.'s budget and bureaucracy. Congress has withheld $1.5 billion in dues and peacekeeping contributions.
Boutros-Ghali's current term expires December 31.
