    Campaign finance has always been a sticky issue in American politics. Republican National Committee Chairman Haley Barbour, with his recent allegations against the Democrats, is the latest in a long line of politicians to charge those on the other side of the legislative aisle with fiscal malfeasance. But the real arbiter of campaign finance is the Federal Election Commission, which has provided a straightforward but informative Web site to fill in the American public on the rules candidates must follow in federal elections.
