Annan has been angry that the Serbs have not lived up to U.N. demands to stop the repression of Kosovar Albanians. But he has stopped short of calling for military retaliation, in part because he is said to fear that the task of cleaning up afterwards will be left to U.N. peace-keepers. He has also said that the "ultimate need (is) for a comprehensive political solution."
