(CNN) -- A young woman was found decapitated in Ciudad Juarez, Mexico, late Tuesday, local officials told CNN.

Investigators say the incident is the second case this year of a woman being found headless in Mexico's deadliest city.

"This shows that the narcos are advancing. There's no respect ... no code of ethics," Chihuahua state Attorney General spokesman Carlos Gonzalez told CNN by phone.

"Whether that be women, husbands, children ... they don't care who they kill now."

In recent weeks, there has been a surge in violence against women, according to federal police spokesman Ramon Salinas.

In a recent interrogation of a captured alleged drug trafficker, it was revealed that attractive women were being hired by the cartels as assassins.

Gonzalez believes the woman found Tuesday night in the Colonia Granjero district of Juarez was tied to organized crime. She was between ages 20 and 25.

"The groups doing this are sending a message, saying these women [being killed recently] are extortionists and into cartel activity," he said.

On October 11, Gabriela Enriquez, 29, was found lying face down in a pool of blood with a rose on her back, a sign that she was tied to extortion, Gonzalez said.

Video of the Enriquez's interrogation by heavily armed gunmen surfaced early Tuesday and was broadcast on the late night news programs in Juarez, according to local journalist Arturo Chacon.
