Guam, which has been a US territory since 1898, participates in the presidential primary process but not the general election. In 2016’s Democratic caucus, Hillary Clinton won with 59.5% over Bernie Sanders’ 40.1%. GOP caucusgoers do not participate in a presidential preference poll, meaning their delegates are not bound to any candidate when they head to the Republican National Convention. Guam’s Legislature, its governor’s office and its single non-voting congressional delegate are controlled by Democrats.
